Concurrent Session 2A: Minnesota's Elementary Extension Study - Making the Case for Early Head Start
How are Head Start children doing when they enter public school?  What can we learn about their Kindergarten thru Grade 3 experiences? The Minnesota Head Start Association (MHSA) set out to address these questions in their 2019 Elementary Extension Study.  This study matched 20,000 Minnesota Head Start 4-year olds data to their K-3 records, exploring attendance, 3rd grade comprehensive exams, Special Education, English Language Learners (ELL) and homelessness.  Attendees will hear and discuss how the findings support engaging families early and building your State's capacity to deliver Early Head Start services.

Steve and Head Start officials have been pleased with the results.

Concurrent Session 4A: Idaho's Local Early Learning Collaboratives - Stories from the Field
The movement to reshape and reimagine what Idaho early learning landscape looks like is underway. Since its inception in 2017, Ready Idaho: Early Learning Collaboratives, formally Preschool the Idaho Way, have become a staple project for the Idaho Association for the Education of Young Children. Idaho AEYC noted that a few communities had started local efforts to provide quality preschool services and developed the community collaborative model to support planning and implementation of high-quality, affordable and accessible preschool programs within the community.  By collectively merging resources, a community would be able to effectively meet the needs of the preschoolers and their families, supporting children’s readiness for kindergarten.  To facilitate early learning collaboratives, Idaho AEYC awarded planning and implementation grants to communities across the state and this effort has greatly expanded.

This session will address the past, present and future of this collboroative effort and talk specifically about Head Start's vital role in success.

Concurrent Session 5A: Idaho's Preschool Development Grant: The 3 year plan to improve ECE quality and access
In November 2020, Governor Little authorized the State Board of Education and Idaho AEYC to apply for renewal funding in the amount of $5.98 million per year, for up to three years, to continue the successful efforts of the initial Preschool Development Grant Birth through Five awarded in December 2019. The activities included in the renewal proposal reflect continued efforts to engage families, local communities, business partners, early childhood educators, schools, policy makers, and others invested in building a mixed-service delivery system for young children, ages birth through five years. Idaho is very pleased to have received the renewal award, effective December 31, 2020, for up to three years (2021-2023) based on the federal approval of annual congressional appropriations.

As a previous Head Start Health Manager, I wanted to better understand the barriers and deterrants that Idaho Head Start families faced when accessing nutrition assistance programs. I completed my Ph.D. dissertation by interviewing Head Start parents, asking them a series of questions about food insecurity and services available to them. At the conclusion of my study, I developed recommendations to help better address food insecurity among Head Start families. I will be sharing the results of the study and ideas to help Head Start parents combat food insecurity.
